Is There Something to this?
That is the what CNN did during the live speech given by Dick Cheney. The 'X' over Cheney's face appeared each time less than a second, creating an odd subliminal effect. Accidental or is CNN trying something subliminal?, or someones sense of a joke?
Maybe Microsoft did it to promote their new Xbox 2?

It's a conspiracy instigated by Karl Rove!!
I am pretty convinced Earth is being taken over by aliens, and this was their first communication on live TV. I have heard they live among us, so beware, be afraid, and above all, wear your aluminum foil home-made hat.
